Sorry for the loss of a life but I believe the eventual crash was pilot error. As a private pilot although I have not flown in a few years, I always went through my mental check list of loss of power procedures. The most dangerous time is at take off when there is not much altitude to correct for loss of power. I don't know what altitude Mr. Presbrey got to before he lost power but if he had sufficient altitude it would seem to me that there is plenty of water in Florida to glide a landing into.
