Hultgren has a YouTube video out showing his one-minute speech on the floor of the House of Representatives.
In the video, shown here, Hultgren says, "Here's a novel idea: Let's let the free market work."

Hultgren quotes a constituent who said, "Like we need a lightbulb that requires a Hazmat suit to clean up if you break it."
The BULB Act essentially would overturn the law that says everyone has to use energy-efficient lightbulbs and bans the old-fashioned incandescent bulbs.
