St. Charles police are investigating a public indecency complaint after a cross-dressing flasher was twice seen at a local hotel.

The incident occurred Wednesday, July 24, 2013, after a Noblesville, Ind., man, who was a guest at Holiday Inn Express, 1600 E. Main St., encountered the strange man twice while at the hotel.

The guest told police he was sitting in the hotel’s courtyard about 9:45 p.m. when a man walked out of "Door I” and lifted his shirt, exposing a white bra and white panties. The individual then retreated back into the hotel and out of sight, the guest told police.

About 10:30 p.m., the guest went back into the hotel and found the same individual beneath the stairs of the hotel’s northeast stairwell, where he had his genitals exposed and was servicing himself. The guest left the area and reported the incident to the hotel staff, who called police.
