Geneva Man Arrested After Threatening Police Officers

The following information was supplied by the Geneva Police Department. Where arrests or charges are mentioned, it does not indicate a conviction.

Geneva police arrested Richard Kinsey, 54, of Geneva on charges of threatening public officials after an incident at about 4:40 p.m. July 26 at a residence in the 1600 block of Salem Court.

Police were responding to a complaint that the resident was intoxicated. When officers arrived, they said Kinsey’s mood “vacillated between angry and apologetic.”

Reports said Kinsey made verbal threats at officers and raised his fists in the air. Police were able to calm him, and Kinsey agreed to go to bed, “then exited his bedroom and began to argue again.” Kinsey asked to shake the officer’s hand, and when the officer refused, Kinsey stepped forward with fists balled and threated the officer, according to reports.

“Kinsey had previously told us that he had nothing against us officers individually, but disliked our positions,” reports said.
