10 Charged With Underage Drinking Include Mayor's Daughter, Former GHS Linebacker

Geneva police cited 10 young people in connection with consumption of alcohol by a minor—including the daughter of Geneva Mayor Kevin Burns and a former Geneva linebacker whose father was cited after hosting an underage drinking party in a high-profile case in 2011—around 12:09 a.m. May 25 at a home at 1118 Fargo Boulevard, Geneva police reports said.  

Cited were:

  • Florence Burns, 19, of 827 Foxwood Circle
  • Kevin Higgins, 19, of 2757 Patten Ave.
  • Mark Cummings III, of 0s863 Thornden Ridge Drive, Elburn
  • Ashley Mistak, 19, of 0n425 Sulley Drive
  • Erin Cameron, 19, of 359 Colonial Circle
  • Jonathan Kapfhamer 19, of 743 Lincoln Ave.
  • Katherine Fischer, 18, of 38w596 Dubson Lane
  • Nicholas Caruso, 19, of 540 S. Eighth St.
  • Kyle Hurley, 19, of 360 Westhaven Circle
  • Jake Peterson, 19, of 1118 Fargo Boulevard
The citation carries a fine of $250 if paid by its due date.

Florence Burns is the daughter of Geneva Mayor Kevin Burns and Geneva History Center Executive Director Terry Emma, who are now divorced.

Nick Caruso is the former Geneva High School linebacker whose father was cited in connection with underage drinking after an October 2011 homecoming party at his home on Eighth Street. Caruso's father, Robert, was charged as an adult with allowing underage drinking at his home, but the case ultimately was dropped in November 2012, when a judge determined Geneva police officers didn't have necessary permission to be on his property when they first observed a beer bottle near teens and, later, talked to partygoers.

The 2011 teen drinking party was one of the catalysts of a decision by the Geneva City Council to raise the fine for underage drinking to $250.
