Road Construction to Limit Access to East Main, St. Charles
Reconstruction of south side of Main Street (Route 64) to limit access for two weeks.
Beginning Wednesday afternoon, access onto or off of East Main Street (Route 64) from 8th, 9th, and 10th avenues will be closed for two weeks as part of the ongoing road construction project, St. Charles city officials announced during the noon hour.
Martam Construction will be rebuilding the south side of East Main Street from 8th Avenue toward Hunt Club Drive. Once the work is completed, these intersections will reopen for normal access, officials said.

Rather than contact Mr. Bernahl about closed intersections, I feel a more appropriate question may be as to just how embarrassed he is with the painful rate of progress of this work! Add to that the fact that only last year East Main was a disaster when new culverts were installed in the carter of the road. 10 out of 10 for planning Mr. Bernahl and try as I might I can't award more than zero out of ten for the sheer embarrassment that the current work must be causing.
No explanation necessary from either you or Martam. The snails pace is plainly inexplicable by any normal standards.
Perhaps 'normal standards' don't apply to this contract!
